sixth of the officer's resident service; on special grounds it may exceed that period by six months.
(c) An officer may at the discretion of the Governor be permitted to commute half-pay leave to full-pay leave of half the period; provided that any period of combined vacation and commuted leave shall not exceed ten months.
Extensions of leave may, however, in special circumstances be granted by the Secretary of State on such conditions as he may
approve.
